६ महिनाका लागि भारतको अर्को सहयोग, नेपालमा राहत आपूर्ति सहजिकरणको लागि पारवहन प्रकृया सरल

काठमाडौं । भारत सरकारलाई अन्तर्राष्ट्रिय राहत प्रदायक संगठनहरु तथा केही देशका सरकारहरुले नेपालमा भूकम्प पीडित जनतालाई राहत उपलब्ध गराउँनको लागि सहज पारवहनको अनुरोध प्राप्त भएकोमा त्यस्ता अनुरोधहरु जाचबुझ गरी नेपालमा राहत सामग्री आपूर्तिमा सहजिकरण गर्नको लागि भारत सरकारको अर्थमन्त्रालय मातहतको अन्तःशुल्क तथा भन्सार सम्बन्धि केन्द्रीय निकाय सीबीईसीले सरल पारवहन प्रकृया अपनाउने निर्णय गरेको छ ।
यस अनुरुप सीबीईसीले विदेश सरकार तथा बहुपक्षीय राहत निकाय जस्तै यूएनडब्लुएफपी, रेडक्रस आदिका नेपाल आउने राहतका कार्गाेलाई सरल पारवहन प्रकृयाको जानकारी गराइसकेको छ । अन्तर्राष्ट्रिय राहत निकाय तथा सरकारहरुले पठाएका राहत सम्बन्धि सामग्रीमा नेपाल सरकार तथा उसको भारतस्थित राजदूतावास वा महावाणिज्यदूतावासले आधिकारिकता प्रदान गरेपछिमात्र सरल पारवहन प्रकृया लागु हुन्छ । अन्तर्राष्ट्रिय दात्रृनिकायहरुले भन्सार सहजकर्ता नियुक्त गर्न नचाहेमा आफैले सरल पारवहनको घोषणा गर्नसक्ने सुविधा दिइएको छ ।
राहत आपूर्ति सहज गर्नको लागि नेपाल आउने पारवहन कार्गाेमा रहेका राहत सामग्रीहरुमा अन्य साधारण अवस्थामा लागु हुने कुनै पनि बोन्ड, सुरक्षण वा बैंक प्रत्याभूति नलाग्ने निर्णय गरिएको छ ।
भारत नेपाल पारवहन सन्धीअनुसार नेपाल आउने कार्गाेको पारवहन केवल कोलकता÷हल्दीया भन्सार विन्दुबाट मात्र हुने भएतापनि राहत सामग्रीका कार्गाेलाई भारत सरकारको दिल्ली, लखनउ, बारणाशी, पटना, कोलकता, बागडोगराका विमानस्थलबाट समेत पारवहन सुविधा दिइनेछ । कन्टेनरका कार्गोहरु दिल्ली तथा कानपुरका आन्तरिक कन्टेनर डिपोहरुबाट समेत नेपालतर्फ लैजान सकिनेछ । भूकम्प पीडित जनतालाई शीघ्र आवश्यक पर्ने राहत सामग्रीको सहज आपूर्ति गराउनको लागि भारत सरकारले यी थप सुविधाहरु प्रदान गरेको हो ।
यस बाहेक, सीबीईसीले सीटीडी विवरण पहिल्यै भर्नसक्ने अनुमति दिनुको साथै भन्सार अधिकारीहरुलाई कार्यालय समय अघिपछि समेत सेवा प्रदान गर्न निर्देशन दिइसकेको छ । रक्सौल, जोगबनी, सुनौली, पानीटंकी र नेपालगंज सडकमा रहेका भन्सार कार्यालयहरुमार्फत नेपाल भित्रिने सामग्रीहरुमा सरल पारवहन प्रकृया लागु हुनेछ । सरल पारवहन पकृया भविष्यमा नेपाल र भारत सरकारबीच आपसी समझदारीमा बढाउन सकिने गरी ६ महिनाको लागि लागु गरिएको छ ।

India Introduces Simplified Transit Procedure for

Facilitating Relief Supplies to Nepal

Government of India received requests from International Relief Organizations and Governments of some countries for facilitating movement of supplies to Nepal for the people affected by the earthquake.  Government of India examined these requests and it was decided that in order to enable expeditious and smooth clearance of the relief supplies for onward movement to Nepal, a simplified procedure of transit clearance would be put in place by the Central Board of Excise and Customs (CBEC), Ministry of Finance, Government of India.

Accordingly, CBEC has notified a ‘Simplified Transit Procedure’ for transit of relief cargo to Nepal, when supplied by foreign Governments and multi-lateral relief agencies such as UNWFP, Red Cross etc. This simplified procedure would be applicable to goods of international relief agencies/ Governments as duly authorized by the Government of Nepal or its Embassy/ Consulate General in India.  The donor Government or agency has been given option to themselves file the Simplified Declaration of Transit in case they do not opt to engage the Customs Broker.

To facilitate movement of these supplies it has been decided that no Bond, security or bank guarantee, which are normally taken for transit cargo to Nepal, would be obtained for the purpose of transit of relief materials.   

While as per the India-Nepal Treaty of Transit, the transit of cargo to Nepal is allowed only through Kolkata/ Haldia Ports, transit of relief cargo has been additionally allowed transit by the Government of India through airports at Delhi, Lucknow, Varanasi, Patna, Kolkata, Bagdogara. Similarly, cargo in containers can be transshipped to Nepal from the Inland Container Depot (ICD) at Delhi and Kanpur. These additional facilities have been made available by the Government of India to facilitate movement of supplies urgently needed by the people affected by the earthquake.

Additionally, CBEC has allowed advance filing of CTD and also instructed Customs officers for clearance beyond the designated hours of business. The simplified procedure would be applicable to goods destined to Nepal via the Land Customs Stations at Raxaul, Jogbani, Sunauli, Panitanki and Nepalgunj Road. The simplified transit procedure would be applicable for six months with the option of being further extended for a period as mutually agreed between Government of India and Government of Nepal.
